As he debates sending the evidence to investigators, he must also oversee the routine paperwork of a mixed‑species couple hoping to move into a privileged housing sector.
The couple’s request—Ruth and her Martian husband—brings the bureaucracy of the “New System” into sharp relief. Stark’s approvals come with strict limits that keep the two peoples apart, even as the law touts harmony. Their subdued interaction hints at a quiet resistance that may ripple through the settlement, setting the stage for deeper questions about loyalty, justice, and what it means to truly share a world.
