Iraq Study Group (U.S.)

A rare case where the “author” is a bipartisan U.S. commission rather than one person, this report grew out of months of interviews, research, and debate over the Iraq War. It reads like a snapshot of a pivotal moment in American foreign policy, with recommendations aimed at changing course.

About the author

Published in 2006, The Iraq Study Group Report: The Way Forward – A New Approach was produced by the Iraq Study Group, a ten-member bipartisan panel created at the urging of Congress to assess the war in Iraq and recommend policy options. The group was co-chaired by former Secretary of State James A. Baker III and former Congressman Lee H. Hamilton.

The panel was facilitated by the United States Institute of Peace and spent months consulting military officers, regional specialists, public officials, and other experts before releasing its final report on December 6, 2006. The result was a consensus document that became widely known as the Baker-Hamilton report.

Because this work was written by a commission, there is no single personal biography to tell. What makes it notable is the mix of political experience behind it and its lasting place in debates over U.S. strategy in Iraq, diplomacy in the Middle East, and how Washington responds when policy has reached a turning point.
