Born in Constantinople on October 11, 1849 (September 29, Old Style), and long associated with Odessa, Yakov Aleksandrovich Novikov was a Russian sociologist, economist, and entrepreneur. He is also known by the French form of his name, Jacques Novicow.

Novikov became known as a writer on society and politics, and sources note that after publishing a couple of shorter works in Russian, he wrote mainly in French. Library and reference records describe him as a Russo-French sociologist and a pacifist, reflecting the international outlook that shaped much of his work.

He died in Odessa on June 3, 1912 (May 21, Old Style). Today he is remembered less as a novelist than as a sharp public thinker whose books tackled social tensions, economic questions, and the causes of conflict.
