Born near Dublin on March 26, 1838, he was educated at Trinity College Dublin and went on to build a reputation as a historian, essayist, and political thinker. He is best remembered for ambitious works such as History of the Rise and Influence of the Spirit of Rationalism in Europe, History of European Morals from Augustus to Charlemagne, and his multi-volume History of England in the Eighteenth Century.

His writing often focused on the long development of ideas—especially religion, ethics, liberty, and public life. Contemporary and later reference works describe his study of Georgian England as a classic, and his broader work helped shape Victorian debates about history and progress.

Later in life, he also entered politics, serving as a Member of Parliament for Dublin University. He died in London on October 22, 1903, leaving behind a body of work that still appeals to listeners interested in big historical questions and clear, thoughtful prose.
