Born in 1867 and active during the formative years of political science as a modern discipline, he became one of the field’s influential early scholars. He was closely associated with Johns Hopkins University, where he built a reputation in political science and constitutional law.

His lasting importance lies in both scholarship and institution-building. He played a major role in the establishment of the American Political Science Association, serving as its first secretary-treasurer, editing its professional journal, and later becoming one of its presidents.

He was also recognized as an expert on constitutional law and advised the Chinese government on constitutional matters on several occasions. Although he is less widely remembered today than some of his contemporaries, his career shows how deeply the early study of politics was shaped by scholars who moved between universities, public questions, and constitutional debate.
