Born Avigdor Rousseau Emanuel in January 1879, he was a British writer who published under the name Victor Rousseau, and sometimes as V. R. Emanuel or H. M. Egbert. He wrote novels, newspaper serials, science fiction, and other popular fiction, building a career that reached readers on both sides of the Atlantic.

He became especially known in the early pulp and magazine era, when exciting, idea-driven fiction found a huge audience. Much of his work blends scientific imagination with adventure, and he is remembered as one of the busy, versatile writers who helped shape early popular science fiction.

Rousseau spent significant periods in both Great Britain and the United States, and his long writing life stretched across the first half of the 20th century.
