Born in Zagreb on February 10, 1860, Milka Pogačić was a Croatian teacher and author who spent much of her life thinking about how education could better serve children. She studied school systems and reform movements in Europe, and her work was shaped by social pedagogy, especially ideas associated with Friedrich Wilhelm Foerster.

She was active in the Association of Women Teachers of the Kingdom of Croatia and Slavonia, where she argued for better living conditions and better schooling for poor children. Alongside that public work, she wrote literary and pedagogical texts, bringing together practical teaching concerns and a strong sense of social responsibility.
