Moore served as a Confederate officer during the Civil War, later earning lasting recognition for compiling the Roster of North Carolina Troops in the War Between the States. He also wrote historical works including History of North Carolina and School History of North Carolina, books that helped shape how many readers learned the state's past.

Alongside his historical writing, Moore published fiction, including The Heirs of St. Kilda, showing a more literary side to his career.
