Raised in Dillon, Montana, John N. Mugaas later lived in several parts of the United States, including West Virginia and Montana. In a 2013 interview, he described being born in 1942 and reflected on a winding early college path before his writing life took shape.

Mugaas is known for work in both nonfiction and fiction. He coauthored Metabolic Adaptation to Climate and Distribution of the Raccoon Procyon lotor and Other Procyonidae, published by Smithsonian Institution Press in 1993, a study that explores climate, metabolism, and the distribution of raccoons and related animals.
