Born Rudolf Railo in Viipuri on October 23, 1869, and earlier known by the surname Räsänen, he wrote under the pen name Ilmari Tulimaa. He died on August 15, 1932, and is listed in Finnish library and reference records as a Finnish author.
Tulimaa is known at least in part for Lumottu maa: Kertomus nuorisolle, a work for younger readers that has remained available through modern digital archives. The book's continued preservation suggests a place, however modest, in the history of Finnish children's and youth literature.
