Born in 1836, Inácio Francisco Silveira da Mota studied law at the University of Coimbra and went on to build a varied career in public life. He served as a deputy for several electoral districts between 1863 and 1878 and also held government posts connected to ecclesiastical affairs, justice, civil registration, and statistics.

He was known as a journalist and a man of letters as well as a public official. Portuguese library records describe him as a contributor to several historical and literary newspapers and magazines, and as a founder and one of the directors of Arquivo Universal.

His writing includes historical works such as Quadros de historia portugueza. That mix of political experience, archival interest, and literary activity helps explain the practical, civic tone that readers may notice in his work.
