Born Thomas Nicoll Hepburn in West Wemyss, Fife, on April 21, 1861, he wrote under the name Gabriel Setoun. He was a Scottish poet, novelist, and biographer, and sources also describe him as a headmaster who studied at St Andrews.

Setoun is remembered for poems including Jack Frost, Romance, and The World's Music. He also wrote fiction such as Barncraig, Sunshine and Haar, Robert Urquhart, George Malcolm, and The Skipper of Barncraig, along with a biography of Robert Burns for the Famous Scots Series.

His fiction is often placed in the Kailyard school, a style associated with intimate, small-town Scottish settings and everyday character sketches. He died in London on September 1, 1930.
