Born in Ponta Delgada on August 24, 1797, Francisco Afonso da Costa Chaves e Melo was an Azorean intellectual and politician. He later served as civil governor of the District of Ponta Delgada and as a deputy to the Cortes, building a career that moved between public life, political debate, and historical writing.
He is especially known for publishing works on politics and history, including Memoria historica sobre as ilhas dos Açores, a book that looks at the islands as part of the Portuguese monarchy while also discussing ideas for political reform. That blend of regional history and national thought gives his writing a distinctive voice.
He died in Ponta Delgada on January 14, 1863. Portuguese reference sources also note his connection to Freemasonry, adding another dimension to the intellectual world he belonged to.
