About the author

The author is an institutional body rather than an individual: the Commission to Investigate the State Territories, appointed by the Congo Free State government to examine conditions in its territories. Its findings were published in The Congo: A Report of the Commission of Enquiry Appointed by the Congo Free State Government in 1906 by G. P. Putnam’s Sons.

The commission’s report covers the land regime and freedom of trade, taxation, military operations, concession companies, population decline, abandoned infants, the recruitment of soldiers and workers, and the administration of justice. As a government inquiry, it provides a period source for studying the systems and abuses associated with colonial administration in the Congo.
