About the author

Born in Pennsylvania in 1843, he became a well-known figure in Tioga County in the late nineteenth century. Sources describe him as a lawyer and a member of the Pennsylvania House of Representatives for two terms, while also noting his strong interest in local history and genealogy.

His work reached beyond public service. He wrote and delivered historical addresses, including pieces on the Civil War and regional military history, and he helped preserve family and county records that later researchers continued to use. A collection of Tubbs family records gathered under his name and historical works attributed to him show a lasting commitment to documenting people, places, and events that might otherwise have been lost.

He died in 1913. Though not widely known today, he remains notable as one of those careful local chroniclers whose legal, political, and historical interests all came together in service of community memory.
