Born in Fairfield, Vermont, in 1868, Charles Shattuck Hill trained as a civil engineer and received his degree in 1888. He went on to build a career that blended technical expertise with clear, practical writing.

Hill served on the editorial staff of Engineering News until 1906, and later became editor of Engineering and Contracting. Alongside his editorial work, he wrote books including The Chicago Main Drainage Channel, Reinforced Concrete, Concrete Construction, and Concrete Inspection, helping document major building methods and infrastructure work of his era.
