Born in Accomack County, Virginia, on February 21, 1876, Cerinda Weatherly Evans began her career as a teacher before moving to Newport News around 1900. She later became closely associated with the Mariners' Museum, where she worked as a librarian and developed a reputation as a meticulous historical researcher.

Evans wrote on subjects that matched the museum's strengths, especially maritime and regional history. Her works include Some Notes on Shipbuilding and Shipping in Colonial Virginia and a two-volume biography of railroad builder Collis P. Huntington, along with a book on Arabella Huntington. Her writing reflects a strong interest in Virginia's past and in the people who shaped Newport News and its institutions.

She never married and remained active in historical work for many years. Evans died on July 14, 1973, leaving behind books and papers that still serve readers interested in Virginia history, shipping, and the early story of the Mariners' Museum.
