Born on November 14, 1869, Cecil Francis Romer built a distinguished career in the British Army and later became known to readers through military history. He served with the Royal Dublin Fusiliers and took part in the South African War, experience that shaped the work for which he is most remembered.

Romer co-authored The Second Battalion Royal Dublin Fusiliers in the South African War, a history of the regiment's service that also covers operations in the Aden Hinterland. Because it was written by men closely connected to the battalion, the book has lasting value as a firsthand-informed account of campaigning at the height of the British Empire.

He went on to reach senior command in the army, eventually becoming General Sir Cecil Romer. He died on October 1, 1962, leaving behind both a notable military career and a work that continues to interest readers of regimental and imperial history.
