About the author

Born in Louisiana in 1836, he built his career in Kentucky as a lawyer and Democratic politician. He studied at Centre College, the University of Virginia, and the law department of the University of Louisville before practicing in Louisville and serving in the Kentucky senate and the U.S. House of Representatives.

Later, he became United States minister to Switzerland, a post that helps explain his strong interest in European civic life and government. He is best remembered as the author of The Swiss Republic (1891), a book that draws on that experience to explain Switzerland's political system for English-speaking readers.

He died in Louisville in 1923. For modern readers, his writing is especially interesting because it comes from someone who knew both American politics and diplomatic life firsthand.
