Born in Groningen on August 26, 1823, Bernard Dominicus Hubertus Tellegen was a Dutch jurist, academic, and writer. He studied law in Groningen, earned his doctorate there in 1847, and later became professor of constitutional law and international law at the University of Groningen, serving from 1860 until his death in 1885.

Alongside his academic career, he was active in public debate and is remembered as one of the liberal voices of his time. Sources describe him as a supporter of women's emancipation, a member of the provincial states in Groningen, and one of the relatively few people in his region connected with the Dutch movement for the abolition of slavery.

Tellegen also published widely. His writings include legal and political works such as De toekomst der vrouw and De wedergeboorte van Nederland, as well as essays in major Dutch literary journals including De Gids. He died in Groningen on February 10, 1885.
