Born in Groningen on August 26, 1823, Bernardus Dominicus Hubertus Tellegen was a Dutch jurist who studied in Groningen and Utrecht and earned his doctorate in Groningen in 1847. He first worked as a lawyer in his native city, while also developing a strong interest in political economy and public affairs.

Tellegen went on to teach and later became a professor at the University of Groningen, where his fields included constitutional and international law, political economy, and statistics. He also published articles, brochures, and books, showing how comfortably he moved between legal scholarship and broader debates about society and the state.

He died in Groningen on February 10, 1885. Today he is remembered not only as a legal scholar, but also as a writer whose work captured important nineteenth-century Dutch discussions about government, economics, and national renewal.
