About the author

Founded at Columbia University in 1880, the Academy of Political Science is a New York-based nonprofit organization devoted to nonpartisan analysis of political, social, and economic issues. It began publishing the Political Science Quarterly in 1886 and later became known for conferences and public discussions that brought scholars together with policymakers and public figures.

Proceedings of the Academy of Political Science in the City of New York began in 1910. The series collected papers and discussions presented through the Academy's meetings, creating a record of debates on government, law, economics, labor, and international affairs. In 1928, the publication adopted the shorter title Proceedings of the Academy of Political Science.

Rather than reflecting a single author's life story, this title represents the work of an institution with a long public-service mission. Its volumes offer a window into how leading voices of the early 20th century tried to understand and shape public policy in the United States.
