A British soldier turned Conservative politician, he moved from the army into Parliament and eventually into the peerage as the 1st Baron Hylton. His career placed him in the middle of 19th-century public life, from local office in Surrey to posts in the government of the Earl of Derby.

Born in London in 1800, he was the eldest son of the Reverend William John Jolliffe and Julia Pytches. He served in the 15th Hussars and retired with the rank of captain, then inherited the family baronetcy in 1821.
He went on to represent Petersfield in Parliament for many years as a Conservative, and also served as High Sheriff of Surrey. In government, he held office under the Earl of Derby, serving as Under-Secretary of State for the Home Department in 1852 and later as Parliamentary Secretary to the Treasury between 1858 and 1859.
In 1866 he was raised to the peerage as Baron Hylton. Remembered as both a soldier and a public figure, he belongs to that generation of Victorian politicians whose careers bridged local influence, military service, and national office.
