Description

In the midst of the Civil War, a group of Philadelphia reformers gathered their thoughts into a solemn annual report, laying out both the moral case and the practical steps for easing the suffering of incarcerated people. The opening pages present the society’s constitution, its elected officers, and a clear statement that Christian compassion should extend even to those whose crimes have brought them to prison.

The heart of the volume is a candid assessment of contemporary penal practices, especially the controversial “Separate” system that isolates inmates day and night. By contrasting this with the “Silent” or Auburn model—where prisoners work together under strict discipline—the authors expose the physical and psychological toll of extreme solitude while arguing for a more humane, rehabilitative approach. Their observations, drawn from visits to Eastern State Penitentiary and other institutions, aim to inspire informed debate and guide future reforms.
