In 1925 New Zealand, a government‑appointed committee set out to investigate two pressing social issues: the growing number of people classified as “mental defectives” and the incidence of serious sexual offences. Chaired by Hon. W. H. Triggs and staffed with leading doctors, educators and legal officials, the group was tasked with probing whether special care, treatment or even legislative changes were needed. The report records a painstaking tour of institutions—from the Myers Special School in Auckland to the Waikeria Prison Reformatory, several mental hospitals, and homes for vulnerable girls and boys.
