Frans Eduard Pels Rijcken

A Dutch writer with a strong interest in law and public life, he is best known for a detailed 1887 study of Article 180 of the Dutch Municipal Act. He also appears in Dutch rowing history as an early sportsman and co-author of one of the first Dutch-language books on rowing.
